Innovative and large projects can work, even in times of crisis! This proves the case restructuring Food Center Amsterdam (FCA).
The Food Center Amsterdam is a unique area of 23 ha in the heart of Amsterdam. The current FCA is a private industrial estate for businesses solely operating in the food wholesale and processing sectors. It will be partly restructured into a modern and sustainable food center, and partly transformed into housing and social facilities. Pearl of the area is the historic market hall, build in 1930, which will be restored and get a public function.
The Central City of Amsterdam and the Western District formulated its substantive and financial conditions in an ‘Ambition document’ and then the terrain area was put to tender as a ‘concession’. That means that the market gets the total restructuring, redevelopment and future management and park management on its own account and risk. The concession was procured through the ‘competitive dialogue’, in which three selected consortia competed with each other for the best plan with an accompanying business case.
